LEO Retail Liquor

• Self-initiated work based at liquor licensed businesses. Work is related to complaints, inspections, including preparing and completing comprehensive reports, data entry tracking into the Electronic Notebook, and evidence preservation utilizing chain of custody methods.
• Provide education to licensees and their employees regarding liquor requirements, laws, and rules.
• Organize and conduct unannounced inspections of liquor licensed businesses to assess the level of compliance and provide education assistance.
• Office is expected to work 20 night hours and 2 weekend nights during a 160 hour work cycle, depending on current assignments/investigations from supervisors.
• Schedule and conduct field investigations as needed when allegations of liquor law violations are received. Identify compliance related issues and take appropriate administrative and/or criminal enforcement action. Testifying in court or at administrative hearings. May also include in-depth investigations involving over service leading serious crashes/violence; hidden ownership financial investigations; and criminal activity alleged to be taking place on a licensed premises.
• Schedule and conduct liquor compliance checks utilizing underage investigative aides. Issue necessary administrative and/or criminal enforcement actions.
• Complete comprehensive reports, data entry tracking into the Electronic Notebook, and evidence preservation utilizing chain of custody methods.
• Handle cash and be accountable for investigative funds.

LEO Marijuana

• Acts independently and exercises broad discretionary authority regarding cannabis administrative activities and criminal investigations. Primarily conducts cannabis investigations including preparation and completion of necessary reports. Examples of cannabis investigations include, but are not limited to: traceability, diversion, security deficiencies, hidden ownership/financing, pesticides, unlicensed locations and transportation.
• Provide educate and engage licensees related to marijuana issues by providing licensee support and education. This includes consultation visits, licensee education and employee training. Conducts marijuana license briefings with applicants. Clearly communicates the requirements of Chapters 69.50 RCW, 69.51A RCW, and 314-55 WAC to marijuana license and registrant applicants.
• Conducts undercover investigative assignments. May participate in vehicle stops and felony arrests. May be involved in lengthy surveillance details. Obtains and executes search warrants. Works with other law enforcement agencies, including taskforce operations. Testifying in court or at administrative hearings. Identifies and seizes untraceable or otherwise illicit marijuana, illegally used growing and/or processing equipment, and other evidence.
• Investigates cannabis complaints from citizens and police agencies. Coordinates some investigations with other criminal justice agencies. Writes complete, detailed and timely arrest and violation reports under penalty of perjury. Exercises law enforcement authority in compliance with state laws, state constitution and the Constitution of the United States. Issues necessary administrative and/or criminal enforcement actions. Completes comprehensive reports, data entry tracking into the Electronic Notebook, and evidence preservation utilizing chain-of-custody methods.

LEO Tobacco Tax

• Acts independently and exercises broad discretionary law enforcement authority in compliance with state laws, state constitution, and the constitution of the United States.
• Provide education to licensees and their employees regarding tobacco and vapor recordkeeping requirements, laws, and rules.
• Primarily enforces state tobacco tax laws using criminal and administrative violation notices to licensees, employees, private citizens and underage violators. Secures and executes search warrants.
• Inspects tobacco and vapor products, retailers, wholesalers and distributors. Investigates illegal acquisition and shipments of tobacco and vapor and seizes contraband product.
• Investigates complaints of tobacco violations from private citizens and other police agencies. Follows-up with appropriate corrective or enforcement action, to include tax assessment referrals to the Department of Revenue.
• Conduct investigations associated with contraband cigarette smuggling, tobacco and vapor tax evasion, and inspections of tobacco and vapor licensed locations. Conducts surveillance operations to investigate, and/or intercept, contraband cigarettes and other tobacco or vapor products entering, or being transported within Washington state.
• Conducts random, unannounced inspections of licensed establishments to check for compliance with state laws and provides technical assistance as necessary.
• Self-initiated work based on tobacco tax complaints, investigations, audits, and strategic goals/plans, including preparing and completing comprehensive, enforceable reports, data entry tracking into the Electronic Notebook, and evidence preservation utilizing chain of custody methods.
• Organize and conducts random, unannounced audits of licensed tobacco establishments to check for compliance with state laws and provides technical assistance as necessary. Work with Federal Agencies in conducting contraband/counterfeit cigarette cases.
• Initiates investigations of violations of Title 66 RCW, Chapters 69.50, 70.155, 70.157, 70.158, 82.24, 82.25, 82.26 RCW’s and RCW 26.28.080 and 19.91.300.

LEO Vapor

• Provide ongoing education to licensees and stakeholders regarding the laws and rules pertaining to vapor products. Conduct educational efforts to statewide vapor product licensed and unlicensed businesses.
• Schedule and conduct random and targeted vapor product and tobacco compliance checks to include SYNAR (contracted with the Department of Health), utilizing under-age Investigative Aides.
• Premises visits and inspections of vapor licensed locations.
• Conduct enforcement of vapor product laws and rules for distributors, delivery sales, and retail licensed locations; to include, but not limited to, the delivery and transportation of such product.
• Investigations of unlicensed locations. Initiate investigations of violations of Title 66 RCW, Chapters 69.50, 70.155, 70.157, 70.158, 70.345, 82.24, 82.25, 82.26 , 26.28.080, and 19.91.300.
• Required to testify in criminal court and administrative hearings.
• Self-initiated activity; organize and conduct random, unannounced inspections of licensed vapor product and tobacco establishments to check for compliance with state laws and provides technical assistance as necessary.
• Conduct internet investigations including, but not limited to, unlicensed, licensed, and social media locations selling vapor products via online/internet forums.
• Complete comprehensive reports; compiling, entering, and managing data; organizes documentation to show compliance with state regulatory requirements or guidelines. Evidence preservation utilizing chain of custody.
• Investigate complaints regarding vapor product from private citizens and other law enforcement or government agencies of licensed and unlicensed vapor product businesses.
• Conduct field work as needed for complaint investigations surrounding vapor product and tobacco violations. Identify any violations and take appropriate administrative and/or criminal enforcement actions. May also include in-depth investigations involving sales of vapor products without a state license and/or sales to persons under 21 years of age.

LEO Manufacturers, Importers and Wholesalers

• Self-initiated work based on complaints, inspections, and strategic goals / plans, including preparing and completing comprehensive, enforceable reports, data entry tracking into the Electronic Notebook, and evidence preservation utilizing chain of custody methods.
• Provides education and briefing of nonretail liquor laws and regulations for new licensees. Schedules and conducts classes for on-going licensee education, civic organizations, trade associations, retail officers and other law enforcement agencies.
• Conducts field visits of new licensees to provide the necessary information to afford licensees an opportunity to succeed. Provides guidance and information on best practices, and assists licensees with post licensure requests for changes and modifications to facility requirement.
• Organize and conducts random, unannounced inspections of licensed liquor non retail establishments to check for compliance with state laws and provides technical assistance as necessary for public safety and those laws involving undue influence and monies worth violations. Work with Federal Agencies as needed in relation to compliance issues for licensees and criminal enforcement.
• Officer will follow up on late and missing tax reports for the financial division of both in state and out of state nonretail licensees.
• Officers will also conduct in depth investigations involving over service, other types of financial investigations including those involving advertising, Tied-House, monies worth or undue influence, and criminal activity conducted on a licensed premise.
